Strictly better than Mind Rot. By a lot. This is one of the most devastating discard spells in Magic.

If Mind Rot gets hit by Delay, the opponent will discard two cards a few turns later.
If this gets hit by delay, a few turns later nothing happens.
Strictly better status revoked. Try again with Mind Shatter next week.

I believe this card would be considered strictly better. That doesn't mean better in all scenarios, or else we'd say that a 5 mana 4/4 is not strictly better than a 5 mana 5/5 because they could get mind-controlled.
Based on what is printed on the card, this offers flexibility and random discard, where Mind Rot has no advantages except in these pretty niche cases.

Bad card. Since it's got a CMC of 1, let's say you play it on turn 1. It would be an 8-... (see all)

Wow. For just a few mana, your opponent can say bye-bye to his hand. Brilliant.
