Strictly better than Mind Rot. By a lot. This is one of the most devastating discard spells in Magic.

If Mind Rot gets hit by Delay, the opponent will discard two cards a few turns later.
If this gets hit by delay, a few turns later nothing happens.
Strictly better status revoked. Try again with Mind Shatter next week.

I believe this card would be considered strictly better. That doesn't mean better in all scenarios, or else we'd say that a 5 mana 4/4 is not strictly better than a 5 mana 5/5 because they could get mind-controlled.
Based on what is printed on the card, this offers flexibility and random discard, where Mind Rot has no advantages except in these pretty niche cases.
