This card is referencing Chromatic Sphere and its flavor text references the first time Chromatic Sphere was printed, during Invasion.

Combos real good with locket of yesterdays along with chromatic sphere. Put your storm count to 8, draw 8 cards and play volcanic awakening.

So, when you activate it, do you draw the card or choose the colour of mana first? I'm wondering just how good this is with lot's of one-drops in at least three colours, being able to choose the mana second would be awesome if you want to cast the card you draw.

Unless the text implies otherwise, you have to make all decisions for an effect when you activate it. That means that you choose the color you're getting from this at the same time as you pay its cost (and before it hits the graveyard, which means before you draw the card.)
