Each Time Spiral card was an homage to at least one previously printed card.
Specifically, each Sliver in Time Spiral and Planar Chaos derive their ability from a previously printed card.

This Sliver is referencing the vampire's iconic blood-drinking ability, exemplified by Sengir Vampire.

Combo with Toxin Sliver and Talon Sliver for your stopping power... Man, do people really look at sliver cards as aggro instead of combo?? Splash blue for Winged Sliver and you have a deck of Sengir Vampires that have first strike and deathtouch. Derp?

black version of fungus sliver, arguably better because it has 1 more power and toughness and gets 1/1 counters, but the counters on both are a little hard to get because slivers start small, and are easily killed and don't have great stopping power.
