Each Time Spiral card was an homage to at least one previously printed card.
Specifically, each Sliver in Time Spiral and Planar Chaos derive their ability and mana cost from a previously printed card.
This Sliver is referencing Mtenda Herder and even makes reference to that card's flavor text in its own flavor text:

If by good against a sliver deck you mean that it won't count against you, I suppose you have a point. Because al slivers will have flanking, the flanking won't even matter. Flanking matters only if the defending creature doesn't have flanking.

I have a friend who often gets a least one of these and at least one Spined Slvier out which makes blocking incredibly hard

I love the flavor of this card. Four of them can just be chillin sippin root beer while their buddy flanks a dragon to death by himself. Without ever fighting it. (by that I mean it never enters combat, the dragon just says "whelp, I have been so badly flanked I may as well kill myself" and dies)

Flanking does stack, if 2 of these are in play, both instances of flanking go off and the blocking creature gets -2/-2.
Its a nice 1-drop. This and Spined Sliver are helpful is you end up against a sliver deck.
