I use him in a casual naya deck, that loves to sit there grow mana and cast a board sweeper every turn. I use him as a nice finisher once they have run out of gas.

@jeff-heikkinen: Well said, re: the flavour - it's not a terribly efficient creature, but granting a tap-down/lockdown ability to red was, in this case, done purely for flavour, and it is executed extremely well. I love him for it.
The icy side of red (mountaintops, etc) is not something that isn't touched upon very often (Kamigawa block actually has a few examples). Still, as a Mountain Goat could tell you, it's cold up a mountain!

I like the flavour of its icy breath weapon freezing creatures in place.
A bomb in Limited but seldom if ever your go-to guy in Constructed; even if you use something like Dragonstorm or reanimation to cheat on its mana cost, there have pretty consistently been better targets for such things.

Dragon's are USUALLY Red, and RARELY Blue, but I'm thinking this could have put mono-Blue dragons on the map. everything inside the border is fine. dare I say, perfect. But it really seems to be in the wrong color. This could have been such BEAUTIFUL friends with Frost Titan, too. such a shame.
EDIT: Is that...Blue-Eyes White Dragon?! Oh. My. God. xD
