I'm quite sure it gets comes in the play effect when it comes into play because it works just like Clone then and Clone gets comes into play effects. It doesn't get them when switching to a new creature.
This should be reprinted.

I love this card and it's art.
What's especially fun is to have it copy a creature with, as example, "comes into play with four +1/+1 counters", so you got a 4/4 doppelganger. Next turn, you copy something with evasion, like a 2/2 flyer. Since the doppelganger keeps the counters, you then have a 6/6 flyer. ^^

it doesn't target when it comes into play (so you can pick ANY creature when you cast it)
It does NOT get comes into play effects.
It does keep counters though.
