Not a bad card because you can block and kill a 2/2 first striker now. The fact that it is a solider and is worth its cost even if you don't use his ability make it a decent card.

Kills everything with 2 or less toughness. Under pre-M10 rules it could deal 4 damage when assigned as a blocker because: Block with Troops, damage goes on the stack. Sac Troops to deal 2 damage to the creature Troops is blocking. Combat damage resolves. 4 toughness attacker is dead.

Almost like white direct damage, but slow since you have to tap to use it.
Not saying it's great, but it makes your opponent have to think a little harder about whether they want to attack or block with certain creatures, or they make a mistake and you get rid of something your normally couldn't have.
Removal spells are more effective, things like this give opponents more to think about and increase the chances they will make a mistake (related to this effect or not).
