Am I the only one who finds the flavor text awesome?
Anyway, back to the effect. In burn, nothing is worse than overextending yourself. If you spend all of your mana on something else, what will you do for spot removal? That's where this thing shines; it gives you the element of surprise. That's why it's so great.
Although, I'd have to say the Elvish Spirit Guide was better than it in its time. It tricked people into alpha striking with a fog in-hand. This does not help in the aforementioned situation.

this card is great! and it works in so many types of decks: you can play this in an aggro as well as in a burn or a dragonstompy.

or one of these and a Red Elemental Blast will do the job...
