Nice for EDH. It may seem bad for a highlander format, but in practice, its abiltiy is essentially "Target player can't play their general unless you really need a Pithing Needle."

I have it as a one-of in my white deck to keep out irritating activated abilities. And I'm not seeing any clause that stops it from blocking mana abilities, so you can name something like Llanowar Elves or Birds of Paradise and stop them from functioning. Versatile, and it can even hold its own in combat. Not bad.

Llanowar elves, birds of paradise and most other worthwhile mana sources cost 1 (at most 2); this guy costs FIVE! By the time you get him out, your opponent's birds and elves have served their purpose already, so saying this is better than Pithing Needle is ridiculous. It's a different league altogether.
It is, however, a good card, mostly for casual games. I have 4 myself. Being a creature is both good and bad.

White control on a stick. Definitely decent, and sometimes used as the only win strategy in white suppression decks.
