First turn, suspend a sand mage. Second turn, suspend two. Third turn, suspend another one plus Wheel of Fate. Fourth turn, drop a bunch of cheap burn and preferably something to wipe the board so your opponent doesn't kill you. Fifth turn, first mage resolves. Have it target the second one. Have the second one target the third one. Have the third one target the fourth one. Have the fourth one target Wheel of Fate, resolving it (it's got two counters left). Swing with your four hasty 3/2s and enjoy the reloaded hand with all your mana untapped!

On average your opponent will cast a spell a turn for the first few turns.
Turn 1: Suspend Shivan Sand-Mage
Turn 2: Suspend Pardic Dragon
Turn 3: Other things
Turn 4: Pardic Dragon with haste + Other things
If he's managed to squeeze another spell in there then he's forced to keep playing out his hand or deal with a 4/4, or if he's keeping back some removal, it will free you up to play a bigger threat on turn 4 with your unspent mana.
Not great, there might even be better targets for the sand mage but the panic of an impending threat on your opponents face when you slap this down in the first two turns. That might just be worth it.
