The beauty of counters and removal as opposed to discard is possible mana advantage. This provides cheap card advantage as opposed to that.
There are plenty of discard spells superior to this one though. Just look at Bog Down.

Mind Rot isn't a BAD card...it's just that there are some cards that work better than it.
Handy to have in pauper though.
If you're running discard, Chain of Smog would probably be a better choice.

Mana Curve: 1 mana Funeral Charm, 2 mana Ravenous Rats, 3 mana Mind Rot. There is beauty in this particular mana curve that WotC thankfully has not messed with through out the years.

It's a legit card. Fair and balanced unlike *Cough Cough* Blightning Got to love discard. It's better than destroy cards and counter cards because you take it out before it can even be played.
