This is a great card because it fits so well with pretty much any blue deck. It's a great card for your opponent because s/he gets to exclaim, "Thieving Magpie!"

this is a good card cause it says when thieving magpie deals damage not combat damage.

@DacenOctavio, what are you talking about? Fear hasn't been errata'd at all. Creatures with fear, like the Shadowmage, still function exactly the same.
This is good if you're mono-blue, particularly in an era where 3 toughness was the magic number. Nowadays, I think it'd be a 2/4.
