Yes, Counterspell was much too powerful. It's not legal in extended or standard anymore, and that's a good thing.

Counterspell is, in my opinion, not overpowered and should be reprinted in Magic 2011. It is, admittedly, a pretty strong card, but when they're printing stuff like Goblin Guide and Baneslayer angel, can we really say that Counterspell is so overpowered it should not be printed?

there are a few exeptions in which playing cards of a particular mana cost can hurt/hep you ,but is it really that important?

When they absolutely refuse to print any good instant-speed draw in blue, it is definitely safe to consider reprinting Counterspell. It's a different environment now than when blue did tend to get the lion's share of powerful cards.

Strictly worse than counterspell and stoic rebuttal. Almost always worse than dissipate (especially in current standard).
Also, the art on this version is just terrible.
