Anyone else think this would be a good pick for Time Warp/Reversal's spot in M13 Core Set?

I've seen at least 4 comments about how this card should have the split second keyword. While I agree it would help THIS card to some extent, let me tell you why it would be horrible for the game.
You would have a card that counters everything, even uncounterable spells, even abilities, and nothing could be done in response to it AT ALL. And there are so many cards like Dream Hall that can circumvent the high casting cost of such a card and basically give you complete control of any situation.
The reason counterspells are healthy for the game is that they, like any other spell, are not invincible and can be defeated. An "ultimate counterspell" would make games boring and would devolve eternal formats into control decks that do nothing but cast endless free copies of Time Stop+. I love control, but anything that, by definition, has no answer will only be detrimental in the end.

Foil 10th edition ones have no reminder text. It just has "end the turn" in the dead center. looks so cool.

Yes, it is expensive, but that doesn't matter. There is a ridiculously high amount of utility in this card.
It's an exile counterspell for everything, even things that can't be countered or can't be targeted, abilities, infinite combos, creatures attacking, or even effectively counter someone having a turn at all, etc. If only this thing had Split Second, it would be unstoppable.
There is no greater feeling in casual than holding one of these in your hand late in the game.
