Partly right, but I'd say the other half of the answer is Lorwyn doesn't have Spellshapers.

To clarify, this is part of a cycle. The rest did tokens of creatures that already existed while this one did a token of a creature that didn't exist yet. It appeared in Lowryn. But this card is totally Future Sight.

They're saving him for when they return to lorwyn. Looks like they will get spellshapers then, and maybe just maybe, a plot.
