Wrong-O Thoctar, this card is awful in control decks (no combat damage). The hammer is, on the other hand, quite useful in such decks. That said, this is leaps and bounds better in aggro. I'd run it, if I ever ran a mono-red aggro deck in a format that allowed Time Spiral and wasn't type 1/1.5

Expensive but fun recurring burn. Hopefully there'll be a cycle of cards like this in some set eventually. I imagine at least one of them will be good.

The second part works because you are paying the cost to use the ability that allows you to cast it. You then get to use it without paying it's mana cost. It's the same as if it said "you may pay 2RRR to cast it." It's just for clarity and whatnot.
It's pretty good, and fairly fun. If you have leftover mana sitting around you can burn it on damage, which is always nice.

It doesn't completely obsolete Hammer of Bogardan, since it requires combat damage to reuse, and generally the situations where you're not doing combat damage are the ones where you most need your other cards to help you out -- this can be a bit of a "win more" card at times, because if you're already landing combat damage regularly, you probably don't need this so badly.
