It is uncommon because it is a two drop that can optimize your hand and get cards you want in your graveyard into your graveyard. I think it fits fine in uncommon, I have seen many worse cards that have held uncommon before.
Also if it makes you feel better it did become common later on (and before hand as well I suppouse).
