This card annoys me. I always want to put it in a deck because I love the idea of being able to draw whenever I want, but I always end up deciding it's too expensive for what it does.

Too expensive for what it gives you. For 4 CMC, you get the opportunity to pay 3U every turn until you find something, but how often do you have that much time and mana to slowly draw through your entire deck?
Could definitely see play at a cheaper cost, or with a better effect. Two cards for 2UU, or maybe one draw for 2U or 1U.
