Well, yes, this is a Planar Chaos card...pretty much everything in the set was out of color...
Wait, is that a Man-o'-War on the head of that mace?? Dude, that's win. The name finally makes sense XP

I have no idea how this ability is color-related, but hell you gotta love red Man-o'-War two-drops!
You can't target your own creatures, but this might even also be handy in case your opponent doesn't have any.
And on top of this, as iondragonx said, this card is nicely comboable. Use Wort, Boggart Auntie or other bounce cards like Umbilicus for a lot of fun.

Red bounce!? I'd rather just destroy creatures most of the time, but this is a nice answer to indestructible creatures like Avacyn. A shame that you can only bounce opponent creatures and can't use this to recycle your own creatures with ETB effects.

Or you can just sacrifice him to any "Sacrifice a goblin" abilities, wich shouldn't be a problem in a goblin deck. That way you return opponents creature and get some other nice effect for just 2 mana.

@Internet_decks_lame: Lol my thoughts exactly. Way to hose reanimator and various one-shot combos/plays (Dark Depths, Dark Ritual and Rite of Flame comes to mind).

This is actually, in a lot of ways, a red trump card for things red can't actually kill. Giant demons, angels, etc.. can be a problem if they hit early, and this guy can open the way after sideboard.

If you don't want to pay his echo cost then Wort, Boggart Auntie can bring him back every turn.
