I'll go against popular opinion and say that this card isn't bad. It has a cheap casting cost, which is always good. That means it lets you cast it and also some other cards later on. Drawing cards is ok, only because it is a red card and red doesn't usually cantrip. It could mess up your opponents strategy, because they are probably planning ahead on who to block with. Attacking with a big fattie and then saying their big wall can't block may make them have to block with a creature they don't want to die. Another option is to cast it when they only have one creature. It seems ok, but i still can't see it being used to often. Oh well. It can be very effective in certain situations, so:

Im with divine on this one. It would need to be placed in a strong goblin deck. When they are scrambling together a plan to slow you down, you use this to bust threw and gas your hand.
Goblin Shortcutter would be a good alternative tho.
