@The critics Theres also immaculate magistrate and in an elf deck casting this on the 3rd turn would be no problem. I'd seriously consider it if i wanted discard stuff in a black and green elf deck.

3/2 for 5 with a discard/untap effect is quite underwhelming by itself. Plus, only being able to use it as a sorcery kinda spoils it. But what if it was in a deck built specifically around it? Let's think about that for a moment.
First, look at its creature types. Elemental Shaman. Brighthearth Banneret or Bosk Banneret would make it cost 1 less. It's also a shaman, so we could play it with Thornbite Staff, which also becomes cheaper with Bosk Banneret, so now your opponent discards one card every time a creature dies.
Putting it in a Green/Black Shaman deck is starting to seem more attractive, isn't it? Well, Green/Black is also the color for other combos people have already mentioned above: Quillspike or Giant Growth. A Increasing Savagery would mean your opponent would have to topdeck the rest of the game, too.

With Undying Evil, you can go for a full hand discard. Good target if you get a turn 1 Lake of the Dead turn 2 swamp for turn three discard 5, that's a pretty incredible combo. And anything that they can't play off the top deck you can get rid of as well. Good to add in a Necrotic Ooze deck imo.

It's horribly costly to summon. I don't know how feasible this card would be even in a combo deck.
