I've used this as a 2 of in mono red runeflare trap with 4 koth of the hammer and it is VERY nasty. Another great runeflare activator is browbeat.

You don't even need the ruling to see that Thick-Skinned Golbin would work: Yes, you are paying {0} with this card and Thick-Skinned Goblin, but it was paid. Wizards loves to be literal, just like with Shroud and targeting. You can only avoid it by Stifle-ing it or by not paying it and sacrificing it.
The drawing must be accepted, but it doesn't make it bad - plenty of people have suggested some fun combos with it. Go Johnnies.

One of the better cards to hold when Confusion in the ranks is in play!
He's actually fairly decent. Sure, you're giving cards to your opponent, but the point of the card is they will never have time use them. As such, play this card with things that give haste and fit really aggressive decks.

Just play it with Spiteful Visions or Underworld Dreams to offset the disadvantage a bit. It's very fun and unique card, and I hope to see the block this comes in.

inventive. rather than using echo as delayed drawback for you, it serves as delayed advantage for your opponents.
...unfortunately, since your opponent's aren't forced to draw the cards, you'll at most be able to inhibit the advantage rather than negating it.
