A little pricy, to be sure, but I could see that being useful in blue black control. A free ping with your counterspells and kill spells. Maybe in red-black burn as well. Not a bad card.

looks more like a kithkin to me.

the card itself is not great, yet not that bad either...in a tribal feary deck with all those flashing creatures, this ability might take out some unwanted buggers.
