By itself, it's not that great. Playing it in a Merfolk/Counterspell deck with lullmage mentor makes it better though

I think it's perfect for what it does. It gives free chump blockers that remain on the field regardless of whatever happens to it, and yeah- exactly. You're playing blue- bouncing this guy on your own should be no hard feat. He's a big hitter regardless of what they have and with the extra creatures and the ability to save him from removal (for free) is just fantastic. a very solid 3/5, exactly where he should be.

Actually I like that it technically gives vigilance for tapping two creatures that with the merfolk enchant are just going to get untapped anyways. Although for 7 I kind of expected something more amazing, like it has shroud, and tap 2 creatures and anything you have is unblockable, for example.

I put this guy in my merfolk EDH deck, along with Venser, the Sojourner. Gives me something to bounce, and I get more merfolk out of it every turn. Very handy.
In non-EDH decks, I can't see the point in running this guy, even in casual. He's just too expensive, and doesn't do a whole lot.

Another card in a long line of over-priced, under-sized blue monsters. The merfolk are nice to have, but the shroud seems pointless. Flying? Island walk? Self-bounce? Almost anything other "blue" ability would have been fine.
