The reason he's a good EDH General is this. As per the rules, 21 damage from one commander in a single game means an opponent loses. Your commander is your best body. Also, you get to see your commander each game and it doesn't count as a card in your hand, giving you the possibility for a good mana curve every game with no cards lost. Those things considered, I see too many people playing commanders like Rubinia Soulsinger. where you don't even have a reason to cast it until someone does something. Playing high-costed, reactive commanders is not the way to go. Playing low-cost, evasive, self-protecting commanders is, like this and Skullbriar, the Walking Grave. Sygg is number two in the self-protecting department, behind Eight-and-a-Half-Tails, and he's got the benefit of being two color.
This guy was made for EDH.
(Just remember the negative synergy between Sword of Fire and Ice and au... (see all)

When played at the right time this guy can be extremely annoying. Seriously, I've had entire strategies nullified by Sygg's ability to protect merfolk.

@vsasntore: in total agreement with you there. Sygg is one of the best EDH generals I've ever played.
