The only thing wrong with this card is that it doesn't combo well with Serra Angel herself. If it had some cool bonus for those creatures with vigilance, it'd be even better, but as-is it is really quite a good deal for 2 mana.

Shoulda had "all creatures with vigilance gain +1+1" and cost {2}{W}{W}.

Meh its not that good. Needs creatures. If your creature aint the biggest, then it having vigilance isnt that good.
