Considering it is a "soldier", I think 'squad' is implied. This shouldn't be an artifact anymore than a knight carrying a sword should be. Yes, the sword alone would be an artifact but it is just a tool used by the knight (the creature). Plus, this was printed before the Equipment subtype, that was in original Mirrodin. Today, it might be something like Heavy Arbalest.

The line between what is classified as an artifact and what is classified a non-artifact creature is more than a little blurred. Tell me, what groop do you think a 'Ballista' should fall into? Not a Ballista Squad, just a Ballista.

Well its a squad of soldiers manning a ballista. If the ballista could operate and coordinate assaults on its own, then it would be an artifact creature.

Without the soldiers training to aim, reload, and fire the ballista, it would be a useless war machine for combat.
