It's a splashable Boomerang at worst and screws your opponent over for their next draw and turn at worst. This is a no-lose card.

Instant speed time ebb is not to be underestimated. This card is a powerhouse if you win the clash, and still does work even if you lose.

With blue the clash can be pretty easy to pull off (see: Ponder, Brainstorm, ability= scry).
