This turns normally powerful situations on creatures into a huge drawback.
Kazandu Blademaster is colouring in his corner.
Artifact creatures pumped with Steel Overseer are now rusting.
Anything you happily Contagion Clasped or even Contagion Engined are sick in bed.
It's very powerful, and if its toughness weren't in bolt range (but notice not Doom Blade fodder),
I'm confident we'd see him being played frequently.

This card more than any other gave me pangs about the M10 combat damage changes. There was little I enjoyed more than spreading counters to all creatures my opponent sent to take down Inescapable Brute and then dropping this Knight onto the table. I'm glad it got its day in the sun (or whatever they have in Shadowmoor) before damage assignment became more strictly regimented.

I love using Brighthearth Banneret after the first few turns to lock down someone's power creature. I also use Hateflayer with Arcane Teachings along with this guy to lock multiple creatures down as well as beat face. Yes, much more efficient ways of doing this, but I use what I have.

I love how this guy hoses any creatures with unleash that your opponents chose to unleash. Especially since he's in the same colors. R/B just don't care.
