a very nice artifact, that rules in esper where you are likely to find other blue and black artifacts

He should be 4 for a 2/2 that gives him +1 +1 in addition to what is on the card. (If you control a blue creature, he gets +1 +1 and gains flying, sam for black, but with persist instead)

Or would that make him too good?
