Having a cycling cost of 2 is good for Red. Let's not forget that Red usually doesn't get card draw or card filtration, so this card having 2 modes, Direct damage to player, and card filtration/draw is very good. I would want this in the late game to finish my opponent off and I would want this in the early game to find better creatures.

I don't like this art style. His later works (mostly lands) are WAY better.
