Fits in decks that require either flying merfolk or flying wizards...or both. Also a 3/3 for {3}{U}{U} is not necessarily bad, there are certainly worse cards out there.

     Actually, a 3/3 for five mana with an unreliable ability that won't get you anything until your next turn is pretty bad.

     True, sending all your creatures in the air for a finishing blow can be effective.
     But there are definitely better (and faster) options to do that.
