{1}{U} for a 2/1 with a nice mill effect? 4/5
not exactly gonna mill your opponents' entire library for the win but still, mill counters things before they're eve drawn, why not?

I dont see why this doesnt have a higher rating. I think its pretty nice that every upkeep you can mill all opponents. or at least have a high chance to in a merfolk or wizard deck.

add a couple of paradox hazes to this and you could possibly mill everyone else for a lot each turn (combined with other mill it would ofc work better)

Yeah, I actually really like this card. I wouldn't go for full mill... but I can see pairing it with graveyard stealing effects or body double.

Doesn't have a higher rating because the mill isn't as sure a thing as, say, Hedron Crab or Tome Scour. You need to be building a merfolk or wizard or changeling deck to get max use out of this, and those creature types all do certain things better than they do mill (except maybe wizards).

A wizard tribal would have a decent way set your draws so you can max this creature out.

@ Ideatog merfolk as a tribal has a workable mill set up. Drowner Initiate Merrow Witsniper Grimoire Thief Merfolk Mesmerist Ambassador Laquatus Drowner of Secrets. just a few cards that would work. It is not a perfect mill deck but in casual if someone wanted to go for a merfolk mill deck it would be very playable.

Mill does not "counter things before they're drawn". If someone draws something and then you counter it, they've still used up that draw, to no effect. If you mill them, though, they'll just draw whatever was underneath what you milled, and use that instead. There are ways to make milling work, but by itself, it's usually useless or worse.

@BlackAlbino No. No it does not. Mill does NOTHING until you kill someone with it, much like damage. In fact, it is often worse than dealing damage because many decks use their yard as a resource. You mill random cards. They still draw random cards. Lets say you mill three lands. Great, you just "countered" three free turns of dead draw. The sheer randomness of it means that you are just as likely to push the opposition into drawing soothing they needed far down in the library that would have never seen in an ordinary game.
