Effect isn't worthy of rare. It's decent, but the most you'll probably pull from this card on a consistent basis is 2.

I like how this card gives you an instant speed sacrifice outlet for relatively cheap. As ICEFANG noted, the sacrificed creature does not need to be red or have any red mana symbols in its cost, but note that you would be able to get some neat synergies with something like Cowardice. You could sacrifice your creature and aim a hefty 0 damage at any creature to return that creature to it's owner's hand.

Imagine Threatening their creature, sac'ing it for 0 damage, but bouncing another one of their creatures with the cowardice. I'm sure there are plenty of more obvious uses for it, such as sacrificing a lot of the Shadowmoor and Eventide hydrid mana creatures, like Dominus of Fealty or Mindwrack Liege. No shame in that.

Interesting idea, but stuff like Goblin Bombardment is almost always better, especially as it can sac all those tokens goblins like to make.

Hillarious how no one sees the synergy this card has to cards that were printed in the same block...
Lets see, what does shadowmoor have? Ohh yeah, TONS of "pay either red or another color to cast this card" creatures! Demigod of Revenge, whats that? 5 red mana symbols? And it can ressurect itself? Excellent.
Still a 3/5 though.

@ ominousjay Chroma is related to the number of a specific mana symbol on a creature. Although you can sacrifice any creature, if it has no red/mountain symbols in it's cost it has no effect.

Examples:
Lightning Elemental does one damage since it has one red in it's casting cost. So will a Hill Giant and a Goblin Piker, they all have one red in their casting costs.
Wall of Fire will do two.
And a Ball Lightning will do three.

And wow this cards not very good just looked up and there are no creatures in mono red that have more then three in their casting cost. Must be needed in a multicolored deck or a deck taking advantage of creatures dying at the end of turn like Ball Lightning. I'd rather use Carnage Altar.

ok.. but what about the other effects. I what to know what chroma means and whether i can target any creature or if the creature needs to have a red mana to sacrafice.

One could assume that a {R} creature will have at most {R}{R}{R}{R} in it's mana cost... Meaning that this card will net you (at best) 4 damage at the expense of:

1. {1}{R} for the initial investment in casting Fiery Bombardment
2. {2} For activating the ability
3. The actual creature that you are sacrificing.

So for a whopping {3}{R} + the creatures converted mana cost...you get at most 4 damage. Not to mention you have to sacrifice a card (tokens will sacrifice for 0 damage) so yeah...not very good. Best thing this has going for it is it's flavour text. To put that in perspective, you could also cast Burn at the Stake, and with even just the one creature you would have sacrificed in play, you'd only deal 1 less damage, for an extra {R}.
