You've always been able to tap a tapped creature. It just has no effect. Ex: I Enervate your Birds of Paradise. You tap it for mana while it's still on the stack. It's not countered, and I still get to draw a card.
The "untapped" in "tap an untapped creature" is not superfluous.

Same cost as Glare of Subdual, but monocolored, and can tap lands. This is better.

My question is: Why does it say "Tap an untapped creature..."? You've never been able to tap a tapped creature for a cost. That's one of the fundamental rules of Magic.
@Justice1337: As an effect yes, but never as a cost, like this card.
