Conspire works with tokens though. Its something for your 1/1 Goblin token to do before your dragons eat them.

Unfortunately Conspire only works with creatures of the spell's color - this severely shrinkens the choice of cheap cards which provide two creatures to tap. The only one that comes to my mind right now is Mogg War Marshal.

Dragon Fodder provides good Conspire fodder for red cards.

A touch expensive, but this is potentially 6 damage between two targets in any goblin deck.
