Why is this a 2.5* card!??!? This may be 4 mana removal, and it may be conditional, but it's two very very good things:
-(potential) card advantage
-Easy tempo advantage
-Draw control
-Works on any targetable creature

Also, it's nice that it misses the graveyard.

If you bounced things to the top of their library that can't really help them win anyway, then you're in good shape for 1-2 turns. Maybe the attacking/blocking restriction turns out to be too much; but I will have to try this in a deck.

I think this is a strong 3, possibly 3.5

Conspire just one of these and your opponent's looking at not one, but two draws that are essentially missed.

There is enough White spells that put things on top now, to make a really fun griefer deck.

Returning to the library is always better than returning to the hand in my book. And with Conspire, it's never been better.

Run in white weenie (tokens preferably) and have your opponent essentially miss their next handful of draw steps. The potential's there, and even if you don't pull that off you still have an ok hybrid "super unsummon".
