A merfolk...
with mountainwalk.
The flavor text was helpful, but without it, this might have been the most WTF card ever printed.

Pretty good considering that it's a Merfolk, so it has plenty of tribal interactions, and it hoses Red, something Blue just loves doing.

You know, this card is kinda silly considering it's a rare (or whatever the complicated equivalent Homelands had). This would be a common today, and not even a very impressive one at that.

@NoobOfLore: Rivers flow with gravity and sculpt valleys after falling down waterfalls and gathering tributaries into a delta. Downhill suggests there is up"hill" aka mountain. So yeah, RIVER merfolk get MOUNTAINwalk.
Think about the Colorado River and the Grand Canyon or Hoover Dam...gravity, mountains and elevation are all intertwined.
Not that blue needs more evasion (heck, it usually has the best kind there is: unblockable) but trivially, this is the ONLY blue mountainwalker and has an awesome tribe to work with.
