Considering you can use 1 mana off the bat you are basically just paying 2 for it. With that said, if green is part of your color wheel then this artifact is pointless and you should be ramping with a cultivate instead.

If your only running those three colors, this is equal to manalith, baring unique situations where you would need other colors because of something an opponent does.
Also you could run alongside manalith.
