I think that this or something like it should be reprinted. I like the idea of the various mana colors bleeding into each other. Blue gets the most powerful and straight-up counters, but black and white should get something similar. If black had to pay life, discard cards, and/or sacrifice creatures to counter, I think that'd still be flavorful. For white then to get a counter-to-the-library also seems appropriate (it fits with stuff like Oust).
Also, and more importantly, you need stuff like this to play mono-white. Otherwise you have to splash black or something just to get rid of stuff like Ward Sliver. This isn't even a complete answer, but at least it can stall it from coming out and wrecking your game.

Ok, your playing mono-white control. What are your options for counters? This and mana tithe.
The fact that this is one of white's two counters is worth at least 4/5 alone.
The fact that it's actually pretty good makes it an easy 5/5
Why is it good?
3 CMC w/ easy color cost. Not bad for a counter. Especially for off-blue
It eliminates their next draw. Buying you time and card advantage.
It forces them to wait untill their next draw, unlike venser.
And referring back to buying time, on many occasions this has the same effect as a time-warp.
I've yet to cast this and be disapointed with the results.

I like this card and Excommunicate, since it isn't the typical white removal.
Sadly, WotC has increased the cost in comparison to Memory Lapse. Maybe they could have limited the ability instead.

As I always say in regard to cards like this, pair it with effects that shuffle your opponent's library. Path to Exile is a good one.

Very useful in an environment that can goad an opponent into shuffling. Like Wastelanding a fetch, or Path to Exileing a creature. Also a strong tempo card that's compatible with Sunforger.

At 3 mana, it is a little tough to cast, but that doesn't stop it from being a powerful counterspell. Being off-colour helps it in multiple ways - you can use it in a deck that would otherwise have no counterspells, and you can also throw off your opponent.
I use it as part of my sunforger arsenal in my Tajic deck. It kicks butt because if I'm swinging with my sunforger (6/2 indestructible Tajic, 11/7 if I have battalion), there is no room for you to lose a turn due to a counterspell.
It also sets up a soft lock combined with sunforger and mistveil plains. I can counter a spell every turn, and it puts it on top of your deck, limiting what you draw. It basically forces you to sit there until you draw a way out (usually 2 removal spells or a removal spell and a counterspell). That usually takes too long.
