My wife plays with this card in a U/R haste deck, and it works quite well. Everyone knows ahead of time that you can tap their creatures, but with a bunch of haste creatures in your hand it doesn't matter.

Tap them down until they accept anthropocentric global warming.

There is "Beginning of Combat Step" (rule 507 on Comprehensive rules) that happens after attack phase is declared but before attackers are selected and tapped if necessary. During this step you can tap any creatures of the attacker and thus make them non-eligible for attack and the opponent cannot back down from the attack phase.

A surprisingly competent card from The Dark. Nice in duels, but really shines in multiplayer, where its Rattlesnake potential is exceptionally high. 4.5 stars!

I used to have two of these in a blue control deck along with a bunch of Man-o'-war. Most of the time it kept other players from attacking or blocking with their best creatures.

Actually a pretty good card. Especially in EDH. Really good with some form of protection against flying (hi Scarecrow).

This card actually has very little rattlesnake potential. You have to be proactive with it, or it doesn't work. It doesn't actually scare anyone, and if you say "are you going to attack me, because if you, I'll tap it", your opponents can always just lie. It's an amazing moveable answer, but it's a terrible rattlesnake.
Unless you house rule a declaration of intent to attack before the actual declare attackers step. Then it's a great rattlesnake.

Play online, have a stop set at the Beginning of Combat step, then you never have to worry about telling your opponent to give you priority. Oh wait, this card still isn't online after like 10 years of mtgo. Lame.

Solid blue way to keep many creatures from being a threat. Expensive, yes, but reusable.
