He's a wizard, so he can participate in wizard benefiting combos and effects. His activated ability is a minor milling effect. The activated effect doesn't require mana so your mana is free for other things, while Drowner Initiate produces a greater effect but costs mana and blue spells (yours or opponent's) to use. It all comes down to preference.
What gets me is how unpleasant and unhealthy he looks, and his flavor text. He's an ugly but (perhaps compassionate?) resident of the Grixis shard.

Works great with my High Tide, Fatestitcher, and Pemmin's Aura combo. Drop him first turn and you have something to do to your opponent when you get infinite mana on third turn. Also gets the fatestitcher into the graveyard after a turn two brainstorm or a lucky ponder.

This card needed to be printed for a long time now. Its Screeching Sliver but a little better and a little worse. All in all its a mill card that comes online quick.

I like the card for its simple elegance, but for a dedicated mill strategy it is not good (defensive) enough.
