4 cards in hand and 3 into the graveyard - what's not to love?!

I agree with people saying this is great in casual. I think nemokara hit the nail on the head. Why would anyone care about the random discard? Might as well be "Discard your hand, put the top three cards of your library into your graveyard and draw four cards" This is card advantage. (Unless you for some reason insist on playing this with a full hand) I assume the discard is there because this came in a set where black red and blue played the reanimation game and this could fill your graveyard AND hand.
The only time this would be worse than that would be against megrim or underworld dreams decks, but any card that triggers on draw would make this BETTER. I think this card is maybe even my favorite in the set. It might not be overly powerful, but it's fun and flavorful!

It certainly does appear drastic. I would definitely run this, were it an instant. Leyline of Anticipation to set up some quick disasters?

Library of Leng: draw 7 cards, then put 4 into your hand and discard the rest to the top of your library in any order.
