I thought this was okay in limited. Then I realized that Fire Imp is just about strictly better, and that's a Portal card, which makes this look pretty bad.

I wish that it costed 
to cast as a sort of mirror to Into the Roil. In fact, they probably could have done something like that in all the colors, but that's pushing it. As it is, though, pretty mediocre
