Lore Broker is pretty awesome, though I think the difference between that guy and this one is that this is more focused; Broker kinda plays up the chaotic side of draw control, in that it simultaneously helps and hinders everyone at the table. Obviously, Scholar here is much more focused, as stated, affecting only one player at a time. In that sense, I think Lore Broker, while the name is quite fitting, could be reckless as well, potentially helping everyone, or screwing everyone at once.
What I'm trying to say is that these two wizards lend themselves to different strategies, and thus I'm not entirely certain that they can be compared. Not quite apples and oranges; more like Granny Smith and Red Delicious. :/
