"Creatures you control, creature spells you control, and creature cards you own in any zone other than the battlefield or the stack have the chosen type in addition to their other types."
Your creatures will benefit from tribal effects and come into play effects referring to the specific type. Also, they will have the chosen creature type while on the stack because at this point they are a creature spells that you control.
The last part, "creature cards you own in any zone other than the battlefield", doesn't overrule the previous statement, it supplements it to basically say cards in your graveyard and exile have the chosen creature type as well. If your opponents gain control of your creatures or creature spells, they will not have that type any longer. Note that your opponents can't control your cards in any other zones (that's why it's worded like this).

So... only creatures in your library, hand and graveyard are the chosen type? In what context would that be good? Your creatures won't benefit from tribal effects and effects with wording like "whenever an elf comes into play" will have no effect as it is its normal type while its being cast on the stack.
Stick with conspiracy.

As far as I can tell, it works just like Conspiracy except that Conspiracy works on cards in the stack, the order is different, and Seshiro adds the new creature type instead of changing it. For most intents and purposes, Seshiro here IS a Conspiracy that you start the game with.

This avatar is alright, but regarding flavor this just bugs me...
Someone like Mistform Ultimus should have been the Avatar with that ability instead imo.
I mean alright, Seshiro the Anoined is a tribal card and gives your Snakes even two advantages. But still, he's one of ten dozen "tribal lords", and he's neither an illusion nor a shapeshifter of any sort...not even a wizard like Imagecrafter.

Shit, combo madness. The Turntimber Ranger infinite combo with Conspiracy/Xenograft gets a lot more frightening when one of the two cards you need is not only free and always there on turn one, but it's absolutely invincible as well.
