I could see it being continually given to an opponent and killing it, effectively canceling out your opponent's draw for however long you can keep it up.

Not a great engine for keeping your opponent from drawing each turn, but I guess it works, given the game period when it came out.

It would be hilarious in casual if you could return it under target player's control, and have the exiling cost 4. As it is, Puca's Mischief would be kinda fun

This card can be hazardous. At the 1996 Pro Tour Columbus finals, Sean Fleishman got stuck with Olle Rade using Stormbind to repeatedly kill his Ivory Gargoyle, effectively giving Rade unlimited copies of Time Walk. Rade became the first non-American to win a pro tour.
