This is an actully fairly strong card, It is effectily a will-o-wisp with a more effective creature type, and you pay the 3 extra to effectivly draw and play the card you get. Honestly too many people are geting hung up on the fact that it costs 4.
I feel as if this card would actully be worse if it cost 3, since you would only be able to draw into 0,1, and 2 drops.
In many cases you use this guy to draw into strong 3 drops like death baron (which everyone seems very fond of), Blightning, Hypnotic Specter, or Maelstrom Pulse. Of course it also matters what colors you are playing .
Honestly you grab this guy mainly for his cascade.

Would work well in my casual ninja deck. Play, cascade, then attack with him and ninjutsu back to your hand to cascade again.

I really think that this guy should AT LEAST be a 1/1. I know you guys like your cascade decks, Im not the biggest fan, but I can see how this guy is good in a cascade deck especially for the regeneration abitlity. But if he could just do one damage on his own I think that would actually make this guy REALLY GOOD.

Best thing that can happen to this card is to play it on turn two then cascade into Death Baron A 1/2 Flying, Deathtouch, Regenerating wall means no one will ever attack you and if you have 4 then you are pretty well covered from everything that doesn't have shadow or unblockable.

Mind Funeral.
It's in the same colours, provides a much-needed blocker for a mill deck.
I've seen it put to good use, getting Glimpse the Unthinkable sometimes, or even just a simple Hedron Crab.

I think this card suffers a bit from trying to do too much. He's an excellent chump blocker that brings along some CA...unfortunately, blue/black isn't exactly known for its ramp right now and this guy wont start chumping till turn 5. Against speedier decks, it often feels too slow for a simple chump blocker. It's alright if you fill your deck with some earlier chumps as well, but it still feels a little sloppy.

One of my Favorites in my Zombie deck, especially complimented by Death Baron, not to mention the fact it can bring it out as well as several other noteworthy mentions such as Tainted Sigil, Pillory of the Sleepless, Glissa, the Traitor.
Very Effective wall from mid all the way to late, and the 3 Cascade to me seams perfect.
People do not seem to grasp the concept of what gives Cascade its value: Mid/High ranged mana costs.

Expensive is what you want, so you can cascade into something decent.
Also, to who said cascading into cancel is bad...you don't have to cast it, it just stops there and you put the cards you flipped at the bottom and resume playing.

I think that this card is very underrated, as are most of the Cascade cards. People don't seem to get how the mechanics work for cascade. You build a deck in a manner that benefits cascade, you don't just put stuff in the deck that has a possibility of being useless with cascade. This particular card fits well into an Esper cascade control deck - Enigma Sphinx, Deny Reality, Kathari Remnant, and a lot of discard spells.
Speaking of just Kathari Remnant for a moment, he can act as a flying, regenerating wall. And for his price, you get him and something for free (well kinda for free). So, he is a flying, regenerating wall that forces your opponent to discard 2 cards via Esper Charm or Mind Rot, or Blightning (if you manage to fit those colors).
Think outside the box people. He gets 3 stars for the cascade mechanic alone.
