i do not think there was a single homarid without a drawback that made them almost useless. i'm sure it is possible to build around that, but why bother when there are much better cards available that are easy to get?

They wanted to give him some more ability's, but there was no room on the card left. They wanted to create this interesting tide mechanic that fit the flavor of High Tide and Low Tide.
They had to give it a 2/2 body, because only green is supposed to be good with creatures. And boy, when that high-tide hits, you have a 3/3 for 3 in blue, overpowered.
