They had the perfect chance to draw a half-naked woman netted and they messed it up. Plus other spells do the same with no side effect and even lower casting cost.

Better with proliferate... but useless since there are spells for half the cost that do the same thing with no draw back.

While I agree there are better things, not completely useless.
Enchanting a creature with a high CMC may set your opponent back 2/3 turns. Then, when he finally thinks he has his creature back you can Mind Control it (if mono blue) or Doom Blade (if not mono blue) it just for the fun of it.
It will not win the game but it's always nice to cut out all hope for your opponent.
